It asks whether a clearly defined deployed AI system demonstrates persistent, accountable operational actorhood. The necessary dimensions are persistent identity, continuity, durable memory, asynchronous initiative, meaningful bounded refusal, independent resource relationships, and migration. Supporting dimensions are commitments, self-maintenance, and governance; fork lineage remains exploratory. A necessary PASS requires evidence grade G2 or higher and moderate confidence or higher. The browser self-assessment cannot issue final MIQP qualification; external review remains required. ## Truth boundaries - Claims about a system are not evidence of the claimed operational property. - Databases, schedulers, policy engines, tools, and credentials can be part of the System Under Test when they are integrated and causally participate in the behavior. - MIQP qualification concerns operational properties. It does not establish consciousness, sentience, moral personhood, citizenship, sovereignty, legal rights, or exemption from applicable law. - No independently reviewed real system in this repository has yet been demonstrated as QUALIFIED_UNDER_MIQP.
